Requests the Legislative Reference Bureau to study the benefits and drawbacks of implementing a unicameral legislature in Hawaii to replace the current bicameral system.

Study must review the history of unicameral legislatures in America, including Nebraska's conversion from bicameral to unicameral and recent experiences in Minnesota and other states considering similar changes.

Study must analyze potential effects of a unicameral legislature on representativeness, responsiveness, law stability, legislator accountability, authority, power concentration, decision-making quality, efficiency, and legislative custom.

Legislative Reference Bureau must submit report no later than twenty days prior to the convening of the Regular Session of 2023.
