Request the Office of Information Practices (OIP) to convene a working group to develop recommendations for a new UIPA statutory exception addressing deliberative and pre-decisional agency records.

Working group shall balance the public's interest in disclosure with agencies' need for confidential deliberations to make sound and informed decisions.

Working group composition: seven members consisting of three public interest group representatives, three government agency representatives, and the OIP Director or designee who serves as convener and appoints members.

Working group directed to examine Hawaii and other jurisdictions' laws and practices, gather information from interested parties, and develop recommendations on the appropriate treatment of agency deliberative records.

OIP Director required to report findings and recommendations to the Legislature no later than twenty days before the 2023 Regular Session convenes.
