Requests the Department of Health to develop protocols for hospitals statewide to improve treatment of patients contemplating or who have attempted suicide.

Requires the Department of Health to consult with hospitals, including Kahi Mohala, when developing the protocols.

Protocols must include one-on-one suicide counseling available 24/7 by trained counselors, emergency room suicide counseling, and restrictions on discharging homeless patients or patients without threats to others to jails or correctional facilities.

Protocols must ensure patients contemplating or who have attempted suicide are treated with respect, compassion, and dignity.

Department of Health must submit a written report with recommended protocols and any proposed legislation to the Legislature no later than 20 days before the 2023 Regular Session convenes.
