Requests the Office of Planning and Sustainable Development to conduct a study of Waiahole Stream in consultation with the Department of Land and Natural Resources Forestry and Wildlife Division, Commission on Water Resource Management, and City and County of Honolulu.

Study must identify jurisdictional obstacles to coordinated stream maintenance and examine effects of landowner decisions on flood risk, environmental conservation, permitting, and public safety.

Requires analysis of jurisdiction and obligations of private landowners, state departments and agencies, and federal property regarding stream management responsibilities.

Directs study to develop best management practices for flooding in Waiahole Valley with implications for other drainage basins statewide, including cost-benefit analysis of establishing permanent staff to coordinate stream management across property boundaries.

Office of Planning and Sustainable Development must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.
