Encourages all Hawaii counties to coordinate efforts to create a special number plate design for motor vehicles honoring Olympic gold medalist surfer Carissa Kainani Moore

Recognizes Moore as the first female gold medalist in Olympic surfing history, winning at the Tokyo 2020 Summer Olympics at Tsurigasaki Beach

Notes Moore's achievements including eleven amateur national titles, becoming the youngest person to win a surfing world title at age eighteen, and induction into the Surfers' Hall of Fame

Requires each county to submit a report with efforts, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes

Directs transmission of certified copies to the Mayors, Directors of Finance, and Chiefs of Police of all four Hawaii counties (Honolulu, Kauai, Maui, and Hawaii)
