• Directs law enforcement to expand police patrols, increase community collaboration through neighborhood watch programs, establish a dedicated tip line for reporting trespassing incidents, and develop a system to track repeat offenders with escalated enforcement.

• Requires the departments to establish safeguards ensuring that enforcement actions do not criminalize or discourage the exercise of Native Hawaiian gathering rights and traditional cultural practices authorized by law.

• Mandates the Honolulu Police Department and Department of the Prosecuting Attorney to submit a joint report on their activities and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session.
