Requests the Department of Land and Natural Resources' Division of Boating and Ocean Recreation to conduct a study of commercial activity on Kaneohe Bay in consultation with the Kaneohe Bay Regional Council.

Directs development of a plan to reduce non-permitted commercial activity operating in violation of the Kaneohe Bay Master Plan, which was established under Act 208, Session Laws of Hawaii 1990.

Requires the study and plan to investigate enforcement challenges against illegal commercial activity and provide recommendations to improve compliance with the Master Plan.

Mandates submission of the plan, findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2023 Regular Session.

Identifies examples of problematic expanded commercial activity including non-permitted boat excursions from Heeia Kea Small Boat Harbor and pre-positioned kayak rentals at Heeia State Park that operate online.
