Urges the Department of Education to convene a working group to address Hawaii's school bus driver shortage, which stood at over 15 percent (100 drivers short out of 650 positions) as of August 2021.

Requires the Superintendent of Education to serve on the working group and invites the Board of Education Chairperson, Director of Transportation, and representatives from county transportation departments (Honolulu, Hawaii, Kauai, and Maui).

Requests inclusion of representatives from Ground Transportation Inc., Roberts Hawaii, and any other private transportation companies contracted to provide school bus service in the state.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the start of the 2023 Regular Session.

Directs transmission of certified copies to relevant state and county officials and private transportation company leadership.
