Department of Business, Economic Development, and Tourism is requested to conduct a study on the economic impacts of domestic out-of-state students on Hawaii's economy in similar scope and form as the 2020 report on international students.

Study must analyze economic impacts of all domestic out-of-state students including four-year degree students, two-year degree students, and short-term students.

International students contributed $185,000,000 directly to Hawaii's economy in 2019 with a ripple effect generating $381,200,000 in economic output, $29,200,000 in state taxes, $168,400,000 in household income, and supporting nearly 4,000 jobs.

Department must submit report of findings, recommendations, and any proposed legislation to the Legislature no later than September 1, 2023.
