Requests the Department of Health restore funding to substance use disorder (SUD) treatment organizations for fiscal years 2022-2023 and 2023-2024.

Calls for funding restoration for adult and adolescent school-based services at Hina Mauka; adult services at The Salvation Army Addiction Treatment Services; and adult and children services at The Salvation Army Family Treatment Services.

Requests subsidization of reduced rates for services provided by Po'ailani, Inc. and restoration of school-based services at Aloha House, Malama Family Recovery Center, and Maui Youth & Family Services.

Notes that funding losses resulted in 550 adults losing access to services, 200 students per year losing school-based services, and a 50 percent decrease in residential treatment bed spaces for pregnant and parenting women.

Urges the Department of Health to develop a statewide plan identifying and coordinating various SUD treatment forms, including evidence-based and harm reduction practices, to ensure timely access to treatment for individuals and families.
