Requests University of Hawaii establish a reliable, independent, and transparent methodology to assess effects of radio frequency emissions from wireless antenna sites in Hawaii.

Directs UH to determine appropriate means of providing public, workers, and nearby residents with information ensuring compliance with Federal Communications Commission regulations on human exposure to radiofrequency.

Requires UH to evaluate creating a central data repository for radio frequency emission information, including transmitter specifications from FCC licensees, visual depictions of emissions, and access controls for authorized users.

Instructs UH to consider methods for coordinating facility information among site owners, contractors, employers, and emergency services, plus annual audits of site-specific safety information and potential insurance mechanisms for radiofrequency exposure claims.

Mandates UH submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.
