Requests the University of Hawaii to examine the feasibility and accessibility of developing and implementing a nursing program at Honolulu Community College.

Cites a significant statewide nursing shortage and identifies Kalihi and surrounding neighborhoods as areas with vulnerable populations and insufficient qualified healthcare professionals.

Notes that Kapiolani Community College currently offers the only community college-level nursing program within urban Honolulu.

Requires the University of Hawaii to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Directs certified copies be sent to the University of Hawaii System President, Vice President for Community Colleges, Honolulu Community College Chancellor, and Kalihi-Palama Neighborhood Board Chairperson.
