Convenes a working group to address governance issues in Puna District housing subdivisions that lack homeowner associations for maintaining shared roads and infrastructure.

Directs the working group to review Department of Commerce and Consumer Affairs procedures for condominium associations and recommend applicable governance frameworks for subdivisions.

Includes eight designated members: a Senate member from Puna (co-chair), a Hawaii County Council member (co-chair), a House member from Puna, and representatives from the Hawaii State Association of Parliamentarians, Hawaii Council of Community Associations, Department of Commerce and Consumer Affairs, County of Hawaii Planning Department, and Community Associations Institute Hawaii Chapter.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Addresses historical problems including emergency vehicle delays on unmaintained subdivision roads and costly litigation over road maintenance obligations and assessment disputes.
