Requests the Auditor conduct a sunrise analysis on mandating health insurance coverage for annual mental health screenings as proposed in Senate Bill No. 728 from the 2021 Regular Session.

Requires the Auditor to assess both the social and financial effects of the proposed mandated coverage under Hawaii Revised Statutes sections 23-51 and 23-52.

Directs the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the 2023 Regular Session.

Establishes that this concurrent resolution is a prerequisite before any legislative measure mandating specific health insurance coverage can be considered by the Legislature.

Mandates certified copies be transmitted to the Auditor and Insurance Commissioner upon passage.
