Notes that inability to pay registration fees in full can create a cycle of financial hardship through penalties and mounting delinquent costs.

Requires certified copies be sent to the mayors and council chairs of Honolulu, Hawaii, Kauai, and Maui counties, along with their respective vehicle registration and motor vehicle division administrators.
