Recognizes the historic, cultural, and strategic connections among Oceania peoples, describing the region as a "sea of islands" with interconnected history, culture, and shared interests.

Acknowledges common ties among Pacific Island peoples including Austronesian linguistic backgrounds, pre-western contact trade across the Pacific, shared spiritual concepts like mana, and similar cultural practices such as taro preparation.

Recognizes contributions of Pacific Island peoples in Hawaii and condemns racial and cultural discrimination, violence, and defamation against these individuals.

Urges the Governor and executive departments to collaborate with Pacific Island governments on shared policy issues including sea level rise, ecological protection, disaster mitigation, economic development, tourism, healthcare access, agriculture, and indigenous rights.

Directs the Governor to implement programs and training to combat discrimination against Pacific Island communities and requires copies be sent to Hawaii's congressional delegation, Pacific Island governments, and regional organizations.
