Analyze the effects of payment reforms and capitation payments to primary care physicians on practice administrative costs and their contribution to Hawaii's physician shortage.

Examine "medical management" administrative costs and separate them from actual health care payments to providers, addressing concerns that such costs are being misclassified.

Investigate other relevant issues related to the Trust Fund's financial performance and administration.

Require submission of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.
