Urges the United States Congress to enact legislation addressing the rise in illegal text messages and SMS scams

Notes that consumers received approximately 7,650,000 spam text messages in August 2021, up 8 percent from June 2021

Identifies that the Federal Trade Commission received 334,833 complaints about scam text messages last year, more than double previous years, and that text messaging is the third most popular scamming method

Requests Congress consult with the Federal Communications Commission and Federal Trade Commission to develop proposed legislation

Directs certified copies be transmitted to the Majority Leader of the U.S. Senate, Speaker of the U.S. House of Representatives, Hawaii's congressional delegation, and chairs of the FCC and FTC
