Authorizes the Board of Land and Natural Resources to add state submerged lands to an existing term, non-exclusive easement for property at Tax Map Key (1) 3-6-003:015 in Wailupe, Honolulu, Oahu.

Resolves an encroachment issue discovered in 2007 where portions of an existing seawall's footing and overhang extended onto state submerged lands beyond the original easement area.

Covers an additional sixteen square feet of state submerged lands, for which the grantees paid $1,240 in fair market value compensation to the State.

Permits use, repair, and maintenance of the existing seawall improvements on the property, consistent with the original fifty-five-year term easement issued in July 2002.

Requires concurrent resolution authorization pursuant to Hawaii Revised Statutes section 171-53, which mandates legislative approval for leasing state submerged lands.
