• Urges the Department of Planning and Permitting, Mayor, and Honolulu City Council to require conditional use permit (major) status for all wind machines, changing wind machines with rated capacity up to 100 kilowatts from minor to major permits to allow greater public input.

• Requests prohibition of waivers from Hawaii's environmental impact statement requirements (Chapter 343, Hawaii Revised Statutes) for wind machines with rated capacity up to 100 kilowatts.

• Identifies concerns about wind machine impacts including noise pollution, shadow flicker, and flashing red lights that may adversely affect neighboring communities and property owners.

• Notes current disparity where major permits require public hearings while minor permits only require the Director to ask adjoining property owners if they want a hearing, with discretion to hold one if there is "sufficient cause."
