Requests the Public Utilities Commission investigate measures to benefit vulnerable customers, including low-income and retired customers.

Directs the Commission to identify funding sources that support social policy objectives while preventing cost shifting to other ratepayers.

Requires the Public Utilities Commission to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2023 Regular Session convenes.

Acknowledges that rising utility costs (electricity, water, gas, telephone, and telecommunications) disproportionately burden customers on limited or fixed incomes.
