Authorizes the Board of Land and Natural Resources to issue a 25-year non-exclusive easement on state submerged lands at Kahaluu, Koolaupoko, Oahu (Tax Map Key (1) 4-7-001:006) covering an existing seawall, steps, and filled land.

Easement covers 842 square feet of encroaching improvements that were placed on state submerged lands, as determined by the Department of Accounting and General Services' Survey Division.

Property owner paid the State $32,000 in fair market value for the easement as determined by independent appraisal; easement shall run with the land and benefit the abutting real property.

Current property owners are Martin Wade Cornett and Annette Pauline Cornett, who purchased the property in May 2021; previous owner Lynnette Mau worked with the Department of Land and Natural Resources to resolve encroachments beginning in October 2018.

Requires legislative authorization pursuant to section 171-53, Hawaii Revised Statutes, which mandates prior approval of the Governor and Legislature for leasing state submerged lands.
