Requests the Hawaii Broadband and Digital Equity Office to conduct a data mapping study identifying geographically underserved and unserved areas lacking quality broadband connectivity in the state.

Requires the Office to use broadband definitions of "underserved" and "unserved" from the Infrastructure Investment and Jobs Act 2021 Broadband Equity, Access and Deployment Program.

Directs the Office to align mapping with the Federal Communications Commission's Broadband Data Collection program and collect infrastructure and broadband service data from internet service providers.

Requests the Office to record cases where broadband service was requested but not supplied by carriers and create maps identifying unserved and underserved areas by county or geographic area.

Requires submission of findings and recommendations to the Legislature no later than December 21, 2023.
