S.C.R. No. 48 Summary

• Requests the Public Utilities Commission, in consultation with the Division of Consumer Advocacy, to examine efforts to mitigate high energy burdens for low- and moderate-income customers and integrate energy equity and justice considerations into its work.

• Directs the PUC to investigate low- and moderate-income rate discounts, bill credits, direct payments, expanded bill assistance programs, and payment plan arrangements for customers facing economic hardship.

• Requires examination of measures to protect low- and moderate-income households, seniors, and households with infants from service disconnections, including annual reporting on disconnections due to non-payment.

• Directs the PUC to evaluate rate design, program offerings, and community benefits agreements to address energy burden and environmental justice concerns related to utility-scale energy projects.

• Requires the PUC to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convening.
