Urges the City and County of Honolulu to establish a police station in Leeward Oahu to enhance police services and improve law enforcement response in the region.

Notes that Leeward Oahu includes the communities of Waipahu, Ewa, Nanakuli, Maili, Waianae, and Makaha, which serve a significant percentage of Oahu's nearly 964,000 residents and military personnel.

Identifies increased criminal activity in the area including assaults, burglaries, drug violations, homicides, motor vehicle theft, sex crimes, and a recent rash of thefts targeting businesses in Kapolei.

Highlights that Honolulu Police Department District 8 responds to incidents involving homeless populations, with the Ewa/Kapolei and Waianae Coast regions having among the highest percentages of unsheltered populations on Oahu.

Requires transmission of certified copies to the Mayor of the City and County of Honolulu, Chair of the Honolulu City Council, and Acting Chief of the Honolulu Police Department.
