Request Hawaii Emergency Management Agency to develop a preliminary draft evacuation plan for areas within lava zones 1, 2, 3, 4, and 6, including South Kona and Kau districts.

Plan must be submitted to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023.

Agency should coordinate with the County of Hawaii to address evacuation needs due to imminent threats from potential Mauna Loa and Kilauea volcanic eruptions.

Current situation: No evacuation plan exists for these lava zones despite Hawaii Emergency Management Agency staffing limitations previously preventing development of such plans.

Certified copies to be transmitted to the Director of Hawaii Emergency Management Agency, Mayor of Hawaii County, and members of the Hawaii County Council.
