Requests the State Auditor to conduct a performance audit of the Hawaii Information Portal, a state payroll system modernization project initiated in October 2016 and completed in January 2019.

Directs the audit to assess procedures used by the Department of Health and Hawaii State Hospital related to the Hawaii Information Portal, which replaced a fifty-year-old legacy paper-based payroll system.

Requires the Auditor to submit a report including analysis of the Hawaii Information Portal, assessment of relevant departmental procedures, recommendations for further action, and proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convening.

Mandates transmittal of certified copies of the resolution to the Auditor, Comptroller, Director of Health, Hawaii State Hospital Administrator, Hawaii Government Employees Association Executive Director, and State Director of United Public Workers.

Audit is prompted by numerous reports of complications from the system transition and at least one formal complaint substantiated by the Office of the Ombudsman against Hawaii State Hospital and Department of Health regarding the Hawaii Information Portal.
