Requests collaboration between Hawaii Council for the Humanities, State Foundation on Culture and the Arts, and Hawaii State Public Library System to establish a Hawaii State Poet Laureate Program.

Proposed program may include periodic appointment of a state poet laureate, promotion of poetry reading and writing, literary workshops for students and communities, and gatherings of writers and artists from Hawaii's multicultural communities.

Requires State Foundation on Culture and the Arts to submit a report on collaborative efforts, findings, recommendations, implementation plan, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Directs certified copies of the resolution to be transmitted to the Executive Director of Hawaii Council for the Humanities, Executive Director of State Foundation on Culture and the Arts, and State Librarian.
