Requests the State Auditor conduct an audit of harbor inspection procedures used by state departments and federal agencies for shipping containers arriving out-of-state and interisland to prevent illegal fireworks importation.

Requires the audit to review current harbor inspection procedures for illegal fireworks, assess implementation of recommendations from the 2011 Illegal Fireworks Task Force report and 2019 Legislative Reference Bureau update, and propose legislation to reduce illegal fireworks importation.

Notes that over 99% of Hawaii's 200,000+ annual shipping containers arrive through state commercial harbors but only a small fraction undergo inspection, creating opportunities for illegal fireworks to enter the state.

Directs the Auditor to submit audit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2023 Regular Session convenes.

Requires certified copies of the resolution be transmitted to the Coast Guard, Auditor, state department directors, and county police chiefs.
