Urges the United States to fulfill its obligations to the Department of Hawaiian Home Lands and the Hawaiian Home Lands Trust under the 1995 Hawaiian Home Lands Recovery Act.

Notes that since a 1998 memorandum of agreement, only 890 acres have been transferred to the Department of Hawaiian Home Lands with 80 additional acres in process, out of lands authorized for transfer under the Act.

Requests that Hawaii's congressional delegation seek amendments to the Hawaiian Home Lands Recovery Act or enact legislation to authorize compensation to the Trust for the ongoing loss of use of lands held by the federal government.

Directs certified copies be sent to the U.S. Secretary of the Interior, Hawaii's congressional delegation, the Governor, Hawaiian Homes Commission Chairperson, Office of Hawaiian Affairs Board of Trustees Chairperson, and county mayors.
