Urges the President of the United States to issue a presidential directive requiring federal agencies to report disaggregated Native Hawaiian and Pacific Islander data in compliance with Office of Management and Budget Statistical Policy Directive No. 15 (revised in 1997).

Calls on the President to direct federal agencies to take all appropriate steps to fully comply with OMB Statistical Policy Directive No. 15, which separates "Asian and Pacific Islander" data into distinct "Asian" and "Native Hawaiian and Other Pacific Islander" categories.

Cites the Association of Hawaiian Civic Clubs' adoption of over 30 resolutions since 2005 supporting disaggregated Native Hawaiian data and notes that California state law (Government Codes 8310.5 and 8310.7) already requires collection of disaggregated data for major Native Hawaiian and Pacific Islander groups.

Notes that many federal agencies fail to utilize the "Native Hawaiian & Pacific Islander" category in critical surveys such as the Department of Education's Early Childhood Longitudinal Survey and the Department of Health and Human Services' National Health Interview Survey.

Requires transmission of certified copies to the President, Vice President, OMB Director, relevant federal officials, Hawaii's Governor, Office of Hawaiian Affairs, and county mayors.
