Urges the United States government to support co-stewardship of wahi kūpuna (ancestral cultural sites) with the Native Hawaiian community regarding lands under federal, state, and local government authority.

Requests the Association of Hawaiian Civic Clubs and partner organizations identify and prioritize wahi kūpuna on government-controlled lands and initiate discussions on co-stewardship agreements with Native Hawaiian community organizations.

Urges federal, state, and local government authorities to consult with the Native Hawaiian community in developing resource management plans and co-stewardship models to preserve cultural sites, educate the public on Native Hawaiian traditions, and maintain Native Hawaiian community presence.

Notes that wahi kūpuna are severely threatened by development, disproportionately underfunded, and that sites like Kaho'olawe, Papahānaumokuākea, and Mauna Kea provide lessons on co-stewardship approaches.

Requires transmission of certified copies to Hawaii's congressional delegation, Secretaries of Interior, Agriculture, Defense, and Commerce, the Governor, Office of Hawaiian Affairs Board of Trustees Chair, and all County Mayors.
