Hawaii State Energy Office is requested to engage the U.S. Department of Energy to establish a permanent presence within the State of Hawaii.

Governor, Director of Business, Economic Development, and Tourism, and relevant state agencies are requested to support the Chief Energy Officer in this engagement effort.

Hawaii State Energy Office must submit a report to the Legislature no later than twenty days prior to the 2023 Regular Session on the status of engagement and terms of any proposed agreement.

Resolution cites Hawaii's leadership on clean energy including 100 percent renewable portfolio standard by 2045, net-negative greenhouse gas emissions targets, and alignment with Biden-Harris Administration's Justice40 Initiative and Indo-Pacific clean energy strategy.

Certified copies of the resolution shall be transmitted to the U.S. Secretary of Energy, Hawaii congressional delegation, Governor, Chief Energy Officer, and DBEDT Director.
