Requests the Department of Education to report to the Legislature and publish on its website a summary of federal impact aid owed and paid by the Department of Defense under U.S. Public Law 81-874, no later than twenty days before each Regular Session beginning in 2023.

Requires annual reports to include the total number of federally connected and military students in Department of Education schools and the per-pupil cost of their education.

Mandates inclusion of the full cost recovery method calculation for federal impact aid reimbursement owed, in compliance with Government Accountability Office guidelines.

Requires reports to show the basic support payment calculation for federal impact aid reimbursement owed and the total amount of federal impact aid actually paid by the Department of Defense each year.

Asserts that in fiscal year 2019, the Department of Defense reimbursed only 12.91 percent of the per-pupil cost for 11,000-14,000 military students, and estimates the Department of Defense owes $170.7-217.2 million for that year alone using full cost recovery methodology.
