Urges the Department of Education, State Public Charter School Commission, and each county's police commission to develop a memorandum of understanding and governing protocols by August 1, 2022, regarding student discipline and police involvement on school campuses.

Requires protocols to identify when and how school administrators address unacceptable conduct using school resources including counselors, student-teacher response teams, and security guards.

Requires protocols to establish when police should be called to campus, how they interact with students by age group (elementary, middle/intermediate, high school), and procedures for questioning, searching, citing, arresting, and notifying parents.

Encourages implementation of restorative justice programs in schools to address victim needs, hold perpetrators accountable, and educate bystanders.

Requests the Department of Education submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convening.
