Urges the State Commission on the Status of Women to establish a task force to develop and implement an outreach program informing domestic violence victims of available assistance sources, including multilingual posters and signage in discreet areas.

Task force shall include representatives from the Domestic Violence Action Center, Filipino Chamber of Commerce, Department of Health, Hawaii Immigrant Justice Center–Legal Aid Society of Hawaii, The Legal Clinic, and Hawaii State Coalition Against Domestic Violence.

Establishes that in Hawaii, one in three women and one in four men experience physical abuse by a partner, with Filipinos and part-Filipinos representing 25% of the population but 30% of reported domestic violence victims.

Requires the State Commission on the Status of Women to submit a report on task force progress, findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the 2024 Regular Session.

Directs certified copies of the resolution be transmitted to relevant state agencies and organizations including the Chairperson of the State Commission on the Status of Women and heads of participating organizations.
