Request the Governor to create a Citizen Advisory Council on Federal Affairs to facilitate coordination and communication between federal agencies, the military, state and county governments, and local communities in Hawaii.

Council membership to include representatives from neighborhood boards in Pearl City, Halawa, Kailua, Wahiawa, and one additional neighborhood; Governor's Military Affairs Liaison; Board of Energy, University of Hawaii at Manoa, and Department of Health representatives; and one representative each from a Hawaiian cultural organization and environmental organization.

Council to include one Senate representative recommended by the President of the Senate and one House representative recommended by the Speaker of the House of Representatives.

Address issues directly affecting residents including environmental matters, emergency planning, hiring policies, and housing related to federal agencies and military presence in Hawaii, particularly on the island of Oahu.

Transmit certified copies to Hawaii's congressional delegation, Governor, state and county officials, and neighborhood board members for awareness and coordination.
