Urges the government of Hawaii to establish a Safe Routes to School Advisory Group to develop a comprehensive statewide strategic plan for safe routes to school.

Requires the Advisory Group to develop strategies addressing safe routes special fund distribution, streamlined funding mechanisms, inclusive and equitable programming, and prioritization of schools receiving Title I federal funds under the Every Student Succeeds Act.

Specifies Advisory Group membership of 21 members including state and county coordinators, representatives from the Department of Education, four police departments, metropolitan planning organizations, and community-based organizations such as Papa Ola Lokahi and the Hawaii Bicycling League.

Requires the Advisory Group to submit a preliminary report by December 1, 2022, and a final report by December 1, 2023, including findings, recommendations, and any proposed legislation.

Directs the Advisory Group to dissolve on June 30, 2024, and requires certified copies of the resolution be transmitted to relevant state and county agencies and organizations.
