Urges the State of Hawaii to strongly encourage development and deployment of zero emissions interisland transportation for people and cargo.

Requests the Department of Business, Economic Development, and Tourism and the Department of Transportation to accelerate efforts assisting with developing and deploying zero emissions interisland transportation.

Requests relevant departments including DBEDT, Transportation, and Land and Natural Resources to plan and identify necessary infrastructure such as charging facilities, docks, and other support systems for zero emissions interisland transportation.

Cites Hawaii's carbon negative economy goal by 2045, transportation as the majority source of emissions, and the viability of electric aircraft and watercraft for shorter interisland routes as rationale for the initiative.

Directs certified copies be transmitted to the Governor, Director of Business, Economic Development, and Tourism, Director of Transportation, and Chairperson of the Board of Land and Natural Resources.
