Joint Base Pearl Harbor-Hickam and the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources are requested to collaborate to establish a recreational area in Pearl Harbor's east loch for public boating and other leisure watercraft activities.

The Division of Boating and Ocean Recreation and the City and County of Honolulu's Department of Parks and Recreation are requested to determine the feasibility of developing small-scale recreational boating facilities near Neal Blaisdell Park or Aiea Bay State Recreation Area, or both.

Pearl Harbor's east loch is identified as a major visual feature and potential recreational asset for the Aiea-Pearl City region according to the City and County of Honolulu's 2004 Primary Urban Plan.

Certified copies of the resolution shall be transmitted to the Joint Base Pearl Harbor-Hickam Commander, the Division of Boating and Ocean Recreation Administrator, and the Director of the City and County of Honolulu's Department of Parks and Recreation.
