Requests convening of a task force to evaluate how the Department of Transportation can lower transportation costs in Hawaii, which have increased 23 percent in the last twelve months.

Task force directed to evaluate modern best practices from other jurisdictions, relevant studies, current Department of Transportation priorities and outcomes, and provide findings and recommendations.

Task force composition includes a Senate transportation committee chair, state directors (Transportation, State Energy Office, Education, Health), Chief Energy Officer, and representatives from Appleseed Center for Law and Economic Justice, AlohaCare, Hawaii Children's Action Network Speaks!, Ulupono Initiative, American Association of Retired Persons Hawaii, and Hawaii Bicycling League.

Requires initial report to the Legislature by December 1, 2022, and final report by December 1, 2023.

Task force members serve without compensation; co-chairs may invite additional interested parties to participate.
