Encourages the City and County of Honolulu to expand and improve services at the Wai'anae Convenience Center, the only refuse center on the west side of Oahu for legal disposal of bulky items and waste.

Requests the Department of Environmental Services Refuse Division consider increasing the number of bins at the Center and hiring additional staff, including refuse vehicle drivers, to address inadequate capacity.

Identifies extreme wait times of up to three hours at the Center as creating unsafe transportation conditions and causing traffic congestion that impacts nearby residents' access to mail delivery and daily services.

Notes that inadequate service at the Center has contributed to increased illegal dumping on the Leeward Coast and west side of Oahu in recent years.

Directs certified copies of the resolution be transmitted to the Mayor of Honolulu, the Director of Environmental Services, and the Chief of the Refuse Division.
