Encourages all Hawaii counties to coordinate efforts to create a special number plate design for motor vehicles commemorating Olympic surfer Carissa Kainani Moore.

Recognizes Moore as the first female gold medalist in Olympic surfing history at the Tokyo 2020 Summer Olympics and highlights her professional accomplishments, including winning eleven national amateur titles and becoming the youngest person to win a surfing world title at age eighteen.

Acknowledges Moore's charitable work supporting local surf clubs, advocating against sexism and body-shaming, and raising awareness about eating disorders.

Requires each county to submit a report detailing efforts, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.

Directs certified copies of the resolution to be transmitted to the Mayors, Directors of Finance, and Chiefs of Police of all four Hawaii counties.
