Requests the Legislative Reference Bureau to conduct a financial analysis and audit of managed care organizations administering the Employer-Union Health Benefits Trust Fund, examining amounts paid for health care versus administrative services.

Directs the analysis to examine effects of payment reforms and capitation payments on primary care physicians' practice administrative costs and their contribution to Hawaii's physician shortage.

Requires separation of "medical management" administrative costs from actual health care payments to providers.

Requests investigation of other relevant issues related to the Trust Fund's financial management.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convenes.
