Urges the Department of Health's Child and Adolescent Mental Health Division to conduct a feasibility study on establishing a Community Mental Health Center Office (Family Guidance Center) in Kau in Hawaii County.

Notes that the West Hawaii Family Guidance Center's Kona office is currently closed while lease negotiations continue, requiring southern region residents to travel up to 100 miles to access services in Waimea or Hilo.

Identifies that even after the Kona office reopens, some southern region residents will need to travel approximately 70 miles to access mental health services.

Requires the Child and Adolescent Mental Health Division to submit a report with feasibility study findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days before the 2023 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Director of Health, Superintendent of Education, and Chairperson of the Board of Education.
