Department of Business, Economic Development, and Tourism (DBEDT) is requested to conduct a study on the economic impacts of domestic out-of-state students on Hawaii's state economy in similar scope and form as the 2020 Report on international students.

Study must analyze economic impacts of all domestic out-of-state students including four-year degree students, two-year degree students, and short-term students.

Reference 2020 Report estimated international students directly contributed $185,000,000 to Hawaii's economy in 2019 and generated $381,200,000 in total economic output with indirect and induced effects, $29,200,000 in state taxes, $168,400,000 in household income, and nearly 4,000 supported jobs.

DBEDT must submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than September 1, 2023.
