Commission on Water Resource Management (CWRM) is requested to develop and implement a permitting process that supports preauthorization for affordable housing development throughout Hawaii, especially in rural areas.

CWRM is requested to establish a water resource management for affordable housing development working group that convenes when a federal agency initiates an inquiry or investigation relating to a permit application.

Proposed working group composition includes: a Board of Land and Natural Resources member, a designee from the relevant county mayor, a Department of Hawaiian Home Lands designee, and a Department of Water Supply designee from the relevant county.

Working group recommendations to address federal agency concerns should be submitted to CWRM, which is requested to adopt rules under Hawaii Revised Statutes chapter 91 to implement the developed process.

A certified copy of the resolution is to be transmitted to the Chairperson of CWRM.
