Hawaii Housing Finance and Development Corporation requested to convene a task force to review the permitting process for affordable housing across state agencies and departments with jurisdiction over housing development.

Task force membership to include representatives from Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, county affordable housing agencies, and Hawaii Business Roundtable.

Hawaii Housing Finance and Development Corporation directed to conduct a study examining how county ordinances affect housing finance and development operations, including impacts on rental and for-sale housing inventory.

Study to address effects of county ordinances on Hawaii Housing Finance and Development Corporation operations under chapter 201H, amendments needed to increase development of housing with at least 60 percent affordable units, and other county-level barriers to housing development.

Report with findings, recommendations, and proposed legislation due to the Legislature no later than 20 days before the start of the 2024 Regular Session, including recommendations to streamline the affordable housing permitting process.
