S.R. No. 158 - Summary

• Request the Department of Land and Natural Resources to convene a working group to study and develop best practices for planning, designing, and constructing a public shooting facility on Hawaii Island.

• Working group shall determine shooting facility requirements for rifle, pistol, shotgun, air gun, archery, and other shooting sports; design preliminary diagrams and infrastructure plans; and create a "Shooting Facility Requirements Manual."

• Working group to conduct site review considering construction elements, accessibility, sound propagation, lead management, cultural and biological restrictions, climate, utilities access, and vandalism protection.

• Working group to estimate design and construction costs, identify revenue sources, and seek support from potential facility development and operational entities.

• Working group shall comprise the Chairperson of the Board of Land and Natural Resources, Director of Public Safety, and any recreational shooters, hunters, government agencies, or other representatives deemed necessary, with findings due to the Legislature no later than twenty days before the 2023 Regular Session.
