Directs the Department to identify schools lacking regular transportation services and utilize smaller buses with lower route ridership minimums to expand service options.

Requires the Department to develop a bus driver training and feeder program and establish a driver pool by collaborating with teachers, parents, unions, senior groups, nonprofits, the military, and universities.

Requests enhanced outreach between the Department, schools, and parents regarding changing demographics and transportation needs in the district.

Urges the Department to explore staggered school start and end times to facilitate student transportation.
